Impersonal verbs are verbs that do not have a subject, because they express an action that cannot refer to a specific person or thing. They are used exclusively in the indefinite moods and, in the tenses of the finite moods, in the 3rd person singular: it is snowing, it will rain, it is cold, it was dawning, it was hailing.
Impersonal verbs are:
1. Verbs that indicate atmospheric phenomena: piove, nevica, tuona, diluvia, albeggia, grandina, annotta, tira vento, fa caldo, si rannuvola, etc.
- Oggi è una brutta giornata; piove e tira vento.
- Today is a bad day; it’s raining and windy.
- Domani pioverà.
- Tomorrow will rain.
Sometimes these verbs can have a personal use if taken figuratively.
- Questa fortuna ci è piovuta dal cielo.
- This luck fell on us from the sky.
- Gli sono piovute addosso tante lettere di protesta.
- Many letters of protest rained down on him.
- L’oratore ha tuonato dal pulpito.
- The speaker thundered from the pulpit.
2. Verbs that indicate necessity, convenience, occurrence, appearance: accadere, piacere, bastare, succedere, avvenire, dispiacere, sembrare, importare, necessitare, capitare, parere, ecc.
They can have both impersonal (if followed by “che“) and personal constructions

3. The phrases formed by (essere/andare/stare) + (adjective/noun/adverb) + (che) + (subjunctive / indicative): è chiaro, è opportuno, è necessario, è evidente, è ora, è certo, è legge, è consuetudine, è un peccato, è una vergogna, è bene, è meglio, è male, etc.
- Non è bene che tu ti comporti così.
- It’s not good for you to behave like this.
- È ora che ti prepari.
- It’s time for you to prepare.
- È necessario che tu sia presente.
- You need to be present.
- È chiaro che avete capito.
- It’s clear that you understand.
But it is sometimes possible to transform phrases into personal noun phrases
- La tua presenza è necessaria.
- Your presence is necessary.
- La spiegazione è chiara.
- The explanation is clear.
